Help/Explain Text :

   Removes the Appearance and Themes tabs from Display in Control Panel. When this setting is enabled, it removes the desktop color selection option from the Desktop tab. This setting prevents users from using Control Panel to change the colors or color scheme of the desktop and windows. If this setting is disabled or not configured, the Appearance and Themes tabs are available in Display in Control Panel.
