Help/Explain Text :

   This setting effects the Themes tab that controls the overall appearance of windows. It is accessed through the Display icon in Control Panel. Using the options under the Themes tab, users can configure the theme for their desktop. If you enable this setting, it removes the Themes tab. If you disable or do not configure this setting, there is no effect. Note: If you enable this setting but do not set a theme, the theme defaults to whatever the user previously set.
